Renting near downtown Monroe and the Ouachita riverfront
By Braud Properties · Last updated October 5, 2026 · How we write and check guides
Downtown Monroe sits on the east bank of the Ouachita River, across from West Monroe. It is where many City of Monroe offices are, and it is a practical reference point when you compare commutes from different Monroe addresses.
This guide does not rank neighborhoods or say who a neighborhood is “right for.” It gives you the questions and official contacts that help you judge a specific listing for yourself.
City services you will deal with as a renter
Monroe City Hall is at 400 Lea Joyner Expressway. Residential water service runs through the City’s Utility Billing office at the Monroe Business Hub, 1401 Stubbs Avenue, phone 318-329-2220. The City currently lists a valid federal or state ID and an $85 residential deposit to start service. Check the City’s Utility Billing page before you go, because amounts and steps can change.
Trash container requests and pickup complaints also go through the City. The Utility Billing page lists 318-329-2220 for container requests and 318-329-2209 for pickup complaints.
- Confirm in your lease which utilities you pay and which are included.
- Bring ID and the exact service address, including the unit label, when you start water service.
- Keep the confirmation number with your lease paperwork.
Riverfront and things to do
The Biedenharn Museum & Gardens is on Riverside Drive along the river. It is one of the better-known cultural stops in the area. The Monroe-West Monroe Convention & Visitors Bureau keeps a current calendar of festivals, markets and events on both sides of the river.
Event schedules change every season. Use the visitors bureau calendar instead of relying on a list in an article.
Questions to ask about a downtown-area listing
Older buildings and newer conversions can differ a lot in parking, laundry, and how utilities are metered. Ask about the specific unit rather than assuming something based on the area.
- Is parking assigned, shared, or street parking?
- Are utilities metered separately for this unit?
- What is the typical drive time at the hours you commute? Test it yourself before you sign.
- Is there laundry in the unit, on site, or neither?
