Get the address and lease details ready

Use the full service address, including the apartment or unit number, exactly as it appears in the lease. Ask management which utilities the resident must place in their own name, the date service should begin, and whether proof of activation is required before key pickup. Do not infer responsibility from another property or a general website description.

City of Monroe residential water service

The City of Monroe Utility Billing page currently says new residential water service can be established through the Utility Billing office at 1401 Stubbs Avenue or by calling 318-329-2220. It currently lists a valid federal or state identification card and an $85 residential deposit.

Electric service

Entergy Louisiana provides an official online path for starting or moving electric service. Enter the exact service address and requested start date, then follow Entergy’s current identity, account, and deposit instructions. Service territory and account requirements should be confirmed directly with the utility.

This guide does not estimate electric bills. Cost depends on usage, weather, rates, home characteristics, and other factors. Keep the provider confirmation and account reference in a secure place, and share only the proof management specifically requests through an approved channel.

Internet and other services

Internet availability can differ by building, unit, connection type, and even service-address formatting. Check provider serviceability for the exact apartment, review installation timing and equipment terms, and confirm whether technician access or management coordination is needed.

Record the move-in condition and meters

On move-in day, photograph any accessible utility meter reading without entering a restricted area or handling utility equipment. Record the date and time. Test lights, water flow, drains, hot water, smoke alarms using their test controls where appropriate, and the thermostat without dismantling anything.

Report mismatched service, active leaks, electrical hazards, or equipment that is not operating through the appropriate channel. Immediate threats require 911 or the relevant utility emergency channel. Routine property concerns should go through the resident portal so there is a dated record.
